How can community-submitted DAO proposals proceed to a formal vote?

Since the official establishment of the JUP DAO, all proposals have been submitted by the Jupiter official team, and the community can only vote on options under these official proposals. So, could a process be established this year to allow the community to independently submit proposals?
For example, encourage the community to submit proposals, allow popular proposals to become candidates for formal proposals, and if a popular proposal officially enters the voting stage, allocate a portion of the DAO funds to reward the proposal initiator.

I think this is a topic worth discussing. If the JUP DAO as a whole wants to become more serious, it needs to become more autonomous from the team, part of that being more proposals coming from and being pushed by the community.

I think the process in which these are proposed, discussed, and eventually launched could use a lot more engagement, but how we get there I’m unsure.

There is dozens of people in community on free JUP for some work they do for DAO, they generally fly with what meow and dev team want, so it is just like in “real life” you have democracy, but you have centers of powers, that are well fed by us buying JUP and keeping price up and they are very protective of the gravy train.

Maybe you can get something through for a common holder of few hundred JUP, but it will be same like in your country in any country. You will get some bread and games, but you will rarely institute a real change.

Change that is urgently needed.

Unless you pretend for a year, climb the ranks, get one of this Orange, gold, red colors on Discord, say yes Ser, no problem Ser, and than, if you get to speak on Townhall or something, take the mic and scream, ALEX JONES WAS RIGHT, SHOUTOUT TO MELANIA , and then they will tackle you and its all over.
